Once I saw a child pick up an empty biscuit package which was left by another child, and eat the crumbs (食品屑) in it. I was astonished by the scene,” Pang said. Later, after a serious discussion, the couple made a decision to begin a tuition-free kindergarten.

    So they began the tuition-free kindergarten on October 1, 2010.
