I think first maybe you should talk to Gary about the problem and tell him you all need his help. Ask for his advice on how to do a better group job instead of telling him to do this and that. Another way is to ask him to be your group leader if possible. Hopefully he will be more responsible as a group leader. Finally, if he still doesn’t change, go and talk to your teacher. I believe she can make Gary do his job. But that’s the last choice.
