    From their beginnings New England towns had a special democratic system of government. At a stated time all the citizens would assemble at a town meeting, where they would discuss local problems and express opinions freely. They also elected the town’s officials at these gatherings and made decisions about the taxes they would pay and about other community matters. These meetings were usually held at the town hall, which was located in the central square.
    In the eighteenth-century town meetings, only men who owned property and who were church members actually voted, although everyone present was allowed to express their opinions. Later, all citizens were allowed to vote. Thus the town meeting became truly democratic. Town meetings are still common in New England communities.
    In recent years the town meeting idea has been widely imitated. There are open sessions of this kind on radio and television. Occasionally a meeting of this type is called by a government agency in order to give an opportunity for free and open discussion on current problems and policies.

    Dickson Despommier, a public health professor at Columbia University in New York City developed an idea with his students nine years ago. They imagined people in cities growing crops inside a tall building. Tomatoes could grow on one floor of the skyscraper(摩天大楼), potatoes on the next, small animals and fish on the floor above.
    This vertical(垂直的) farm, or "farmscraper", could have space for restaurants and other places that serve food, like schools or hospitals. They could serve foods that are truly locally grown.
    But why would anyone want to build a farm indoors in a city? Dickson Despommier believes it will become necessary. The world needs to find places to produce enough food to feed the growing population. Space, he says, is an all-important issue.
    The professor also points to the problems of traditional farms. They use a lot of freshwater. Their fertilizer and animal waste can pollute water resources. And their growing seasons can be limited.
    But inside the vertical farm, crops could grow all year. And there would be no wind to blow away soil. Farmers would not have to worry about too much or too little rain, or about hot summers, freezing winters or insects. And without insects there would be no need for chemicals to kill them.
    Farm machines that .use fossil fuels, like tractors, would not be needed either. And water could be recycled for drinking. "The vertical farm reuses everything, so there is no waste," says Professor Despommier.
    Even buildings could be saved. Old buildings could become new farms and provide jobs.
    The professor has been actively proposing the idea to cities as far away as Dubai and Canada. But so far it exists only in plans and drawings, and a model at the Museum of Science and Industry in Chicago.
    Critics say building a farmscraper would cost too much, especially considering the price of land in many cities. Dickson Despommier estimates the cost at about twenty to thirty million dollars.
    But he says the building would not have to be very tall. And his graduate students have found many empty lots and unused buildings in New York City that could provide space.

    London taxis, with their friendly drivers who actually know where they are going, are ranked best in the world, according to an annual taxi poll(调查).
    The survey by travel website hotels.com found London taxis, despite being the most expensive, beat rivals across the globe to head the list for the third consecutive years, scoring a total of 59 percent in votes on several categories by travellers.
    London taxi drivers were voted both friendliest and most knowledgeable. Drivers in the English capital must pass a rigorous examination called The Knowledge to earn their taxi licence.
    New York’s yellow taxis came second in the list, scoring 27 percent which was up 10 percentage points from last year even though Manhattan’s cab drivers tied with Parisian taxi drivers as the rudest.
    Travellers said New York had the most available taxis.
    Cabbies in Rome were voted the worst drivers in the world with almost one in 10 travellers thinking the Italian capital had the world’s worst taxi drivers when it came to the quality of driving.
    “Travelling by taxi is one of the first experiences that many travellers have upon arrival in a new city. In fact, the research found that cabs are by far the most popular method of travelling from the airport to their hotel,” a spokesman for hotels.com said in a statement.
    The global poll scored city based taxis for their levels of cleanliness, value, quality of driving, knowledge of the area, friendliness, safety and availability.
    Rounding out the top five were Tokyo with a total score of 26 percent, Berlin with 17 percent, and Bangkok famed for its tuk-tuks scoring 14 percent.
    Madrid’s taxis were ranked sixth in the poll, followed by Copenhagen and Dublin with 11 percent and Frankfurt and Paris with 10 percent.
    Taxis in Sydney fell short of the top 10, scoring badly in the areas of value for money, availability and knowledge of the area.
    The survey for hotels.com, part of the Expedia group, was conducted among over 1,900 travellers between May 11-28 this year.

    Six Chinese surveillance ships have entered waters near islands claimed by both China and Japan.
    China said the ships were carrying out "law enforcement" to demonstrate its jurisdiction(管辖权) over the islands, known as Diaoyu in China and Senkaku in Japan.
    At least two of the vessels left after the Japanese coast guard issued a warning, Japanese officials say.
    The move came after Japan sealed a deal to buy three of the islands from their private Japanese owner. Japan controls the uninhabited but resource-rich East China Sea islands, which are also claimed by Taiwan.
    The Japanese Coast Guard said the first two Chinese boats entered Japan's territorial waters at 06:18 local time (21:18 GMT Thursday), followed by another fleet of four other ships just after 07:00. The first two ships then left the area. A third ship left later on Friday morning, one report said. No force was used, Japanese officials added. "Our patrol vessels are currently telling them to leave our country's territorial waters," the coastguard said in a statement.
    The Chinese foreign ministry confirmed that its ships were there. “These law enforcement and patrol activities are aimed to demonstrate China's jurisdiction over the Diaoyu Islands and its affiliated(附属的) islets and ensure the country's maritime(海事的) interests,” a statement said.
    The US has called for ''cooler heads to prevail'' as tension intensifies between China and Japan over the islands, which lie south of Okinawa and north of Taiwan. US Defense Secretary Leon Panetta is due to visit both Japan and China from this weekend as part of a tour of the region that also includes New Zealand.
    The dispute has seriously marred diplomatic relations between China and Japan and threatens to damage the strong trading relationship, says the BBC's John Sudworth in Beijing. The row(争端) has also generated strong nationalist sentiment on both sides that observers say now makes it very difficult to be seen to be backing down, says our correspondent.
    The Japanese government says it is buying the islands to promote their stable and peaceful management. Its move followed a bid by right-wing Tokyo Governor Shintaro Ishihara to buy the islands using public donations - an action that would likely have further provoked(触怒) China.
    China, on the other hand, says the islands have historically been its territory and fishing grounds.
    Meanwhile Japan's newly-appointed ambassador to China, Shinichi Nishimiya, remains in hospital in Tokyo after he was found unconscious near his home in Tokyo on Thursday. No details have been given on his condition. He was appointed on Tuesday to replace Uichiro Niwa, who has been criticised for his handling of one of the worse diplomatic rows between Japan and China in recent years.
