    High childcare costs are putting British mothers off going out to work. It really is that simple. Eurostat figures show that 66 per cent of mothers in the UK work, less than France (72 per cent), Denmark (86 per cent), the Netherlands (78 per cent) or Germany (69 per cent). This not only damages Britain’s economic prosperity—it limits women’s careers and squeezes family incomes. It would be fine if this is the choice parents want to make, but it isn’t. British parents now face the highest childcare bills in the world after Switzerland.
    In the Eighties and Nineties under Mrs Thatcher and John Major, the picture was very different. Mothers in England were more likely to go out to work than their Dutch or German counterparts. But the position has reversed, despite a huge rise in public spending.
    So why does the British Government spend more on childcare than France or Germany, even though the costs given to parents are sky-high? As always, under the previous government, money was frittered away (浪费) without adequate focus on improving quality. Instead of clear and transparent funding, four separate funding streams were created, skewing (偏离) the market and confusing parents and providers alike. The majority of the money was given away in cash benefits; so much of it did not get through to the front line.
    The IPPR report points out that continental systems, in countries such as Germany, France, Denmark and the Netherlands, manage to deliver better value for money. What all of these systems have in common is a focus on quality, with greater flexibility and autonomy given to local providers. They also see a much higher proportion of government money getting to the front line.

Modern technology has allowed people to communicate with just about anyone they want to at any given time. The fact remains that people do not interact personally with one another as often as they used to. This has created a barrier for face-to-face communication among people because they no longer have to hold a meeting in an office or they no longer have to call friends or family members together to wish them a happy birthday or congratulate them on their recent success.
    As a result, people don’t feel the urgent need to step outside of their home to find entertainment, such as participating in a dynamic game of basketball with friends, meeting a friend at a coffee shop, etc.

    When Scotsman Alexander Graham Bell invented the telephone in 1876, it was a revolution in communication. For the first time, people could talk to each other over great distances almost as clearly as if they were in the same room. Nowadays, though, we increasingly use Bell’s invention for taking photographs, accessing the internet, or watching video clips, rather than talking. Over the last two decades a new means of spoken communication has appeared: the mobile phone.
    The first real mobile telephone call was made in 1973 by Dr Martin Cooper, the scientist who invented the modem mobile handset（手机）. Within a decade, mobile phones became available to the public.     But in the mid-90s, something happened. Cheaper handsets and cheaper calling rates meant that, almost overnight, it seemed that everyone had a mobile phone. And the giant plastic bricks of the 80s had changed into smooth little objects that fitted nicely into pockets and bags.
    Moreover, people’s timekeeping changed. Younger readers will be amazed to know that, not long ago, people made spoken arrangements to meet at a certain place at a certain time. But later Meeting time became approximate under the new order of communication: the Short Message Service （SMS） or text message. Going to be late? Send a text message! It takes much less effort than arriving on time, and it’s much less awkward than explaining your lateness face to face and the text message has changed the way we write in English.     For an increasing number of students at American universities, Old is suddenly in. The reason is obvious: the graying of America means jobs.     No budget for your vacation? Try home exchanges ---- swapping houses with strangers. Agree to use each other’s cars, and you can save dollars on car rentals (租赁费), too.
    Home exchanges are not new. At least one group, Intervac, has been facilitating such an arrangement since 1953. But trading online is gaining popularity these days, with several sites in operation, including Home Exchanges. Founded in 1992, with some 28,000 listings, this company bills itself as the world’s largest home exchange club, reporting that membership has increased 30% this year.
    The annual fee is usually less than US$100. Members can access thousands of listings for apartments, villas, suburban homes and farms around the world. Initial contact is made via e-mail, with subsequent communication usually by phone. Before a match is made, potential swappers tend to discuss a lot.
    However, the concept may sound risky to some people. What about theft? Damage? These are reasonable causes for concern, but equally unlikely. As one swapper puts it, “Nobody is going to fly across the ocean or drive 600 miles to come steal your TV. Besides, at the same time they’re staying in your home, you are staying in their home.”
    Exchange sites recommend that swappers discuss such matters ahead of time. They may fill out an agreement spelling out who shoulders which responsibilities if a problem arises. It does not matter if the agreement would hold up in court, but it does give the exchangers a little satisfaction.
    Generally, the biggest complaint among home exchangers has to do with different standards of cleanliness.     When was the last time you were late and expected someone to understand? How about the time you left your dishes on the table for someone else to clean up? Or perhaps you left the lid on the peanut butter jar loose, and the person after you opened the jar to find it dry and not fresh.
    Often, we are eager to ignore our own faults. But we have higher standards when it comes to our expectations of someone else who has the same expectations. We need to as equally understand the weaknesses of others and excuse them just as we excuse ourselves.
    Two of my strengths are punctuality(准时) and organization. I like to meet deadlines when they are due and keep the space around my computer neat and orderly. But sometimes things happen, and I slip from being perfect. When this happens, I show myself mercy and lower the standard for myself. However, if someone else makes a mess around my computer, I might not show them as much mercy as I show myself. If it can happen to me, then I should be willing to realize that it can happen to someone else as well.
    I am not suggesting that we should not work on improving our faults, or that it should be right to be late or leave a mess behind us. Although we should always be working towards self-improvement, we shouldn’t have a double standard that says we are excused from our own mistakes but we cannot excuse someone else. If we are not 100-percent perfect, we shouldn’t expect others to be.
    Mercy shows an understanding heart. If we are blind to our own faults, we will not be very merciful towards others. Showing a little mercy goes a long way when life’s little mistakes take place. When the tables are turned, showing mercy towards someone’s shortcomings could cause us to receive some in return.

    Poor weather. Technical difficulties. These are some of the typical causes of cancelled trains and planes. But sometimes, the excuse can be a lot more trivial.
    Just recently, passengers waiting for a train to Peterborough heard the following announcement, “For reasons beyond our control, we regret to inform passengers that the 13:46 Train to Peterborough has been cancelled. The next train will be arriving on Platform in approximately 36 minutes.”
    Oh, well, another delayed train, thought most passengers. But a couple of them decided to enquire further. Incredibly, they were informed that the real reason for the non-arrival of the train was that the driver refused to do his job because his seat was wet.
    “A wet seat? That’s got to be a joke,” said one passenger angrily. “I wouldn’t normally complain if the train is just a bit delayed, but this was unbelievable, ” he added. “What really made me angry is that this driver refused to get in the train,” said another passenger. “He probably went off for a cup of tea after that!” she added.
    A spokesperson for the rail company apologized for the incident, but said the driver couldn’t sit on the damp seat, and wouldn’t be able to drive the train standing up. The spokesperson went on to explain that the seat had become wet after water entered through an open window when the train was being cleaned in a “train wash”
    In another transport-related incident, a flight from Chicago to Frankfurt made an emergency landing in Canada after the pilot spilled his coffee. Apparently, the spilt liquid caused the plane’s radio to send out “transponder code 7500”, which is used to inform ground control that there’s been a hi-jacking (劫机). After landing in Toronto, the 255 passengers crew members were put up in a hotel for the night, then flown on to Frankfurt the following afternoon. “What a disgusting trip!” said one tired passenger after the painful experience had ended.
