The motor vehicle has killed and disabled more people in its brief history than any bomb or weapon ever invented. Much of the blood on the street flows essentially from uncivil behavior of drivers who refuse to respect the legal and moral rights of others. So the massacre (大屠杀) on the road may be regarded as a social problem .

In fact, the enemies of society on wheels are rather harmless people just ordinary people acting carelessly, you might say. But it is a principle both of law and common morality that carelessness is no excuse when one’s actions could bring death or damage to others. A minority of the killers go even beyond carelessness to total negligence (疏忽).

Researchers have pointed out that as many as 80 percent of all automobile accidents can result from the psychological condition of the driver. Emotional upsets can affect drivers’ reactions, slow their judgment, and blind them to dangers that might otherwise be clear. The experts warn that it is important for every driver to make a conscious effort to keep one’s emotion under control.

Yet the irresponsibility that accounts for much of the problem is not only caused by drivers. Street walkers regularly go against traffic rules, they are to blame in most vehicle walker accidents , and many cyclists even believe that they don’t obey the basic rules of the road.

Significant legal advances have been made towards safer driving in the past few years. Safety standards for vehicle have been raised both at the point of manufacture (制造业) and through regular road-worthiness inspections (车辆上路安检). In addition, speed limits have been lowered. Due to these measures, the accident rate has decreased. But the accident experts still worry because there has been little or no improvement in the way drivers behave. The only real and lasting solution, say the experts, is to convince people that driving is a skilled task requiring constant care and concentration. Those who fail to do all these things present a threat to those with whom they share the road.

    From the health point of view we are living in a wonderful age. We are immunized from birth against many of the most dangerous diseases. The expectation of life has increased largely. But though the possibility of living a long and happy life is greater than ever before, every day we witness the unbelievable slaughter (屠杀) of men, women and children on the roads. Man versus the motor-car! It is a never-ending battle which man is losing. Thousands of people the world over are killed or horribly killed each year and we are quietly sitting back and letting it happen.

 It has been rightly said that when a man is sitting behind a steering wheel(方向盘), his car becomes the additional part of his personality. There is no doubt that the motor-car often brings out a man’s very worst qualities. People who are normally quiet and pleasant may become unrecognizable when they are behind a steering-wheel. They swear, they are ill-mannered and aggressive, willful as two-year-olds and completely selfish. All their hidden anger, disappointments and envies seem to be exposed by the act of driving.

The surprising thing is that society only smiles so kindly on the motorist when seeing his behaviors talked about above. Everything is done for his convenience. Cities are allowed to become almost unsuitable to live because of heavy traffic; towns are made ugly by huge car parks; the countryside is damaged by road networks; and the mass annual slaughter becomes nothing more than a statistic, to be conveniently forgotten.

 It is high time a world code were created to reduce this senseless waste of human life. In regard to driving, the laws of some countries are dishonorably loose and even the strictest are not strict enough. A code which was universally accepted could only have a dramatically beneficial effect on the accident rate. Here are a few examples of some things that might be done. The driving test should be standardized and made far more difficult than it is; all the drivers should be made to take a test every three years; the age at which young people are allowed to drive any vehicle should be raised to at least 21; all vehicles should be put through inflexible annual tests for safety. Even the smallest amount of alcohol in the blood can destroy a person’s driving ability, so present drinking and driving laws (where they exist) should be made much stricter. The highest and lowest speed limits should be put on all roads, as has been done in the USA. All advertising stressing power and performance should be banned. These measures may sound unacceptably harsh. But surely nothing should be considered to be too severe if it results in reducing the annual loss of human life. After all, the world is for human beings, not for motor-cars.
