Possible version:

I am a foreign student from America and I am studying in China. I find many people break the traffic rules here. For example, some pedestrians cross the streets slowly and some jump over the guardrails in the streets. Some cyclists don¡¯t stop when the traffic lights turn red. What¡¯s worse, many drivers don¡¯t fasten their seat belts while driving. Smoking, speaking on mobile phones and exceeding the speed limit while driving can be seen everywhere. In my opinion, these actions are very irresponsible and dangerous. It is our duty to obey the traffic rules. We must treasure our lives and protect the lives of others. So I suggest that those who break traffic rules should be fined or punished. Only in this way will they think twice about breaking traffic rules again.

Best wishes.

Yours,

Peter
