    BEIJING – Alarmed by the overreaching ambitions of many Chinese provinces to grow at all cost, China’s top economic chief is calling on officials to calm down and spare a thought for the environment.
    Zhang Ping, who heads China’s National Development and Reform Commission, the central economic planning agency, said only five or six of China’s 30 provinces are targeting annual economic growth of 8 percent or 9 percent.
    The remaining provinces are aiming for growth rates of more than 10 percent this year, with some wanting to double economic output in the coming five years.
    “China has a planned energy supply of about 4 billion cubic tons of coal equivalent (等量的) for the next five years, and this is not enough to meet demands for economic growth to double,” he was quoted as saying on the news portal Sina. com.
    Beijing is increasingly concerned with the ambitions of Chinese provinces across the country to chase high growth despite the central government’s urgent request for a more moderate and sustainable (可持续的) pace of expansion.
    Years of rapid economic growth have taken a toll on China’s environment, with Beijing trying to remove some of the damage now. It has an annual growth target of 7 percent for the next five years, well down from last year’s 10 percent.
    Zhang said Beijing has asked local governments to take into account the supply of “energy, environment, water and land” to set more reasonable growth target.

    In a generous display of maturity and sympathy, one Jewish boy made his first deed as a man in his faith a great act of charity.
    Joshua Neidorf, a 13-year-old boy from Los Angeles, donated most of his birthday money to Operation Mend, a program that reconstructs the faces of severely burned U. S. veterans（退伍老兵）.
    The young man decided to donate his money after getting to know Army Sgt. Louis Dahlman, who was undergoing a series of reconstruction surgeries（手术）at UCLA （University of California at Los Angeles） thanks to Operation Mend. The Neidorfs had signed up to be Dahlman’s “buddy family”, spending time with him whenever he visited Los Angeles for a surgery.
    “I just love knowing that it’s going somewhere...to help the people who save our lives and keep us safe every day,” said Neidorf. His mother added, “It makes me feel like our world is going in a good direction with this next generation.”
    In all, Neidorf gave $13,000 to Operation Mend. He also encouraged his friends to donate to the cause. He is the organization’s youngest donor so far.
    Operation Mend is a privately funded program that works in partnership with the UCLA Medical Center. Ron Katz, a board member at the hospital, started the program in 2006 after seeing a TV programme about Aaron Mankin, a veteran who had gone through dozens of surgeries after a fight in Iraq which completely burned off his face.
    Mankin ended up being Operation Mend’s first patient, starting the first of 20 reconstructive facial surgeries at UCLA in Sept. 2007. In a 2011 interview, Katz shared how his experience of helping Mankin made him realize the need to establish a more permanent program.
    “My wife and I soon realized that there were dozens of Aarons out there,” Katz said. “They deserve the best that we offer them.”

    BEIJING - China's railway rates for freight and passenger transport will continue to be set by the government, announced a senior official with the National Development and Reform Commission (NDRC), China's top economic planner, on Friday.
    Cao Changqing, head of the NDRC's department of price, said that the country will continue to implement government-set or government-guided prices for the railway sector after the China Railway Corporation (CRC), a State-owned company that takes over the commercial functions of the former Ministry of Railways (MOR), went into business on March 17.
    Cao said the railway sector, constituting China's main public transport facilities, is a key basic industry. Its pricing scheme is concerned with both the sector's normal operation and development, as well as the daily traveling and vital interests of the general public.
    The state will be very cautious in making any price adjustment in the railway sector, taking into account various factors including operation, construction, public acceptance and coordinated development with other modes of transport, according to the NDRC official.
    Under Chinese law and regulations, hearings will be held before adjustments in the basic passenger train ticket fare, Cao said.
    In China's latest railway reform, endorsed at the just-concluded annual session of the country's top legislature, the former MOR was dismantled into two parts, with the newly created CRC carrying out business functions and a state railways administration fulfilling administrative functions.

    As Apple tries to maintain its growth and success in China, the world's largest smart-phone market is becoming even more critical. Apple's shares(股份) fell sharply as the company's earnings for the holiday quarter through December disappointed investors.

    A newly-wed couple on a four-month honeymoon were hit by six natural disasters, including the Australian floods, Christchurch earthquake and Japanese tsunami.
    Stefan and Erika Svanstrom left Stockholm, Sweden, on December 6 and were immediately stranded in Munich, Germany, due to one of Europe's worst snowstorms. Mrs. Svanstrom said, "When we got there the whole town was a war zone." "We could not visit the city since it was completely blocked off, so instead we travelled around before going to Japan." But days after the Svanstroms arrived, Tokyo was rocked by Japan's largest earthquake since records began. "The trembling was horrible and we saw roof tiles fly off the buildings," Mr. Svantrom said. "It was like the buildings were swaying back and forth."
    The family returned to Stockholm on March 29,2011 after a much calmer visit to their last destination China.     As computers become more and more popular in China, Chinese are increasingly relying on computer keyboards to input Chinese characters. But if they use the computer too much, they may end up forgetting the exact strokes(笔画) of each Chinese character when writing on paper.     Tabb doesn't look like a typical music teacher. But every weekday evening in the French Quarter New Orleans, he beats out the rhythm on his music stand as students play their chosen instruments.
    “I'm doing my best to take young people away from harmful things,” said Tabb. His program,  "The Roots of Music”, offers free music education to more than 100 students. He struggles to keep young people on the straight and narrow in the city with the nation's highest murder rate(凶杀率).

With the money provided by some people, Tabb's group is able to provide bus transportation, instruments and food for free. He calls it his “no excuse” policy. “You have no excuse why you're not here,” Tabb said. Tabb owes the success in part to the nature of music. “You're always learning something new,”he said. “That's what keeps the kids coming back every day.”
    But the program isn't only about fun. “Music is about discipline (纪律),”said Tabb. He insists on good behavior and keeps kids in order with threats of sit­ups(仰卧起坐), pushups(俯卧撑) or tasks like picking up grains of rice — but these measures aren't just punishment.     Taking children to school on time doesn’t have to be a battle against the clock. Here are some rules for you to follow.
    Lay out children’s clean clothes the night before. Who wants to be looking through unsorted clothes for three pairs of matching socks at 8:00am?
