4.When Citi Bike rolled onto the streets of New York,it was treated as a national event and even international media took notice.Even before it,one blog post on Le Monde's website announced,"Bike share to take America."
The next major development was in Copenhagen,which introduced a coin-operated system in 1995called Bycyklen,or"City Bike."For 17 years,these bikes zipped through the streets of Denmark's capital until the program was shut down late last year-it's getting an upgrade to third generation technology.
Sponsored (赞助) by media giant Clear Channel,the French city of Rennes brought the next generation of bike share to the world in 1998 by replacing coin operation with card access and electronic booths (电子亭).From there the technology has progressed,picking up GPS,cellphones,and real-time tracking along the way,and has spread throughout Western Europe-and the world.
However,the worldwide leader in bike sharing,as measured by the number of bikes,is China.According to data collected by the Earth Policy Institute,20 of the 25 largest bike share programs are Chinese.
Take a look at Hangzhou,China,and you'll see what just may be the best bike share in the world.Although now second in China by size,the Hangzhou Public Bicycle system is one of the densest shares,and probably the most extensively used one.Residents and tourists alike can put down a deposit(押金)of 200Chinese Yuan (about﹩33)and ride for an hour for freein this scenic city on the Yangtze Delta.Each additional hour is the equal of only﹩0.15-one reason why riders put in a quarter-million rides a day.By 2020 it's projected to have 175,000 bikes.
Then,in March,2017,many people in cities like Beijing and Shanghai received this kind of cellphone message:Come and ride our bike for free!These messages are part of the battle between two big bike-sharing companies Ofo and Mobike.Both of the companies are trying to attract more users and the competition is still going on.
Nowadays,most of the systems share several characteristics-bikes with low theft value,electronic docking stations,ranked(分级的) payment rates,smart phone operating systems-but different cities are trying different ways to make bike sharing work.Bike sharing is predicted to grow at a very fast pace,opening up to its users a new means of urban transportation.

In a 1990 survey of 464 people published in.the May 1992 issue of the American Economic Review,93% of US respondents agreed that a ceiling on rents reduces the quantity and quality of apartments available.Landlords are too cautious (perhaps too smart) to put their faith in rental apartments because they know that the rental-controlled apartments cannot increase their profits.Therefore,they invest in other businesses where they can increase their profits.They do not invest in new buildings which would also be rent-controlled.As a result,new apartments are not built.Many people who need apartments cannot find any.
Some theorists argue that the minimum wage law can cause problems in the same way.The federal government sets the minimum that an employer must pay workers.The minimum helps people who generally look for unskilled,low-paying jobs.However,if the minimum is high,employers may hire fewer workers.They will replace workers with machinery.The price,which is the wage that employers must pay,increases.Therefore,other things being equal,the number of workers that employers want decreases.Thus,critics claim,an increase in the minimum wage may cause unemployment.Some poor people may find themselves without jobs instead of with jobs at the minimum wage.
Supporters of the minimum wage say that it helps people keep their dignity,Because of the law,workers cannot sell their services for less than the minimum.Furthermore,employers cannot force workers to accept jobs at unfair wages.But the supporters make a big error.They fail to realize that it is possible for such a law to increase wages beyond the value of what the workers contributes.
Economic theories predict the results of economic decisions such as decisions about farm production,rent control,and the minimum wage.The predictions may be correct only if"other things are equal".Economists do not agree on some of the predictions.They also do not agree on the value of different decisions.Some economists support a particular decision while others criticize it.Economists do agree,however,that there are no simple answers to economic questions.
