李密,字玄避,又字法主,他的先人是辽东襄平人。李密见识雄阔高远,做事富有谋略。他常分散自己的家产来供养宾客,对那些有才能的人以礼相待,一点也不吝惜。他听说包皑在缑山,就前去追随他。李密用蒲垫垫在牛背上,骑牛前往,在牛角上挂着一卷《汉书》,边走边读。越图公杨素恰好在路上遇见了他,勒住马悄悄地跟在后面,说:“你是哪里的书生,这样勤奋?”李密认识杨素,连忙下牛拜见,杨素问他读的是什么书,他回答说:“《项羽传》。”杨素就和他聊起来,很看重他。杨素回家后对儿子玄感说:“我看李密的见识气度,不是你们这些人能比得上的。”玄感于是仰慕李密并与他结交。
大业九年,玄感在黎阳起兵反隋,派人入关迎接李密。李密来到后,和玄感谋划说:“现在天子远在辽东,如果击鼓进攻,进入蓟州,直接控制住隋的咽喉要道,前面有高丽迎面对抗,我们乘机在后面进攻,不过十天半月,等他们军粮用尽,那时候举旗召唤,隋的军队就会全部被征服。接着发布檄文,向南推进,夺取天下的大局就确定了,这是上策。关中地区,四面都是险要地形,那里的留守卫文升,是个很好对付的人。如果长驱直入而不停止,径直攻取长安,占据函谷关和崤山,向东控制诸夏部落,这样隋就丢失了险要地带,我军的优势能全部保持,这是中策。如果凭着便利的条件,先夺取东都洛阳,把军队驻扎在坚固的城池下,胜负难料,这是下策。”玄感说:“您所说的下策,就是我的上策。如今文武百官的家属都在东都洛阳,应该先攻取洛阳,以使他们胆战心惊。况且,经过城池而不去攻打占领,又如何来展示军威?”李密的计策没有被采纳。玄感到了东都洛阳,每次战斗都取得胜利,自认为马上就可以攻下洛阳。不久他捕获了内史舍人韦福嗣,就重用他,因而就不专门请教李密了。福嗣认为被抓很耻辱,所以每当商议军情、谋划战事时,他都说这样做好,那样做也可以,李密揣测他怀有二心,对玄感说:“福嗣被逼无奈,被我们俘虏,他内心一直在持观望态度。明公刚刚发动大事,就有奸诈的小人在身边,事情一定会失败,我请求杀了福嗣示众。”玄感没有接受建议。
