United States President George W. Bush is expected to issue a directive in the next few weeks. It will give the US Air Force a green light for the development of space weapons, US media reported last week.
This would potentially start a new global arms race, some experts have warned.
To keep that from happening, last Wednesday the White House explained that it was not considering putting weapons in space. It said it was making a shift in US space policy to allow for protection of satellites.
But some defense analysts and arms control advocates argue that the policy will pave the way for the US to put both defensive and offensive  weapons in space.
“No one should be fooled,” said Theresa Hitchens, an American weapons expert.
The US is now restricted by a 1996 directive  signed by President Bill Clinton. Plans for space weapons were vetoed by the Clinton cabinet. The directive emphasized the peaceful use of space , in agreement with almost unanimous global opinion.
The US military has placed importance on space and has sent up numberous satellites for troop communications and to provide intelligence and data to guide bombs to their targets.
The US Air Force wants to develop space- based weapons that could strike targets anywhere in the world within 90 minutes of receiving the order to open fire.
These new weapons under development cover a wide range. They include hunter- killer satellites and orbiting weapons. And they use lasers, radio waves, or even dense metal tubes, known as “ Rods from God”, dropped from space to do the damage.
There are many barriers to the setting up of this kind of program, experts say.
First is the coast. It is estimated that the budget may be US $220 billion to US $ 1 trillion .
The technical difficulties of developing reliable space weapons are also a problem.
And, the program will draw strong criticism from around the world. Experts worry about starting a space arms race.

Dian Zizheng is the team leader of the federation. He says they’ve publicized more than 150 pieces which contradict rumours, which attracted more than 10 thousand visitors within two months.
“We live in an age of new media, so we can’t use the old methods to prove rumours. We can’t wait for the media to prove the facts with related administrative(行政) departments and then release a formal announcement. We can’t allow rumours to run wild and then deal with it, we need to fight rumours while they’re spreading. I think that this is the best way to deal with rumours nowadays.”
Some experts say this displays the advantages of the internet compared to other traditional media. The open platform allows information to be examined and clarified by netizens. But experts like Ding Wengguo,President of the Journalism and Communication College at the China University of Political Science and Law says this self-correction function of the Internet is still quite limited.
“It’s still quite different to tell which information is true in such an open environment by just reading a number of different opinions on the same issue. This is something which we need to pay attention to. If society is flooded with too much false information, and it’s allowed to spread in such a fast manner, then people will be suspicious(怀疑的) of all kinds of information including important information from authorities. It also worsens problems relating to social communications and mutual-understanding, which in turn harms society as a whole.”
Experts suggest that the government should react more quickly in the Internet age. Once a rumour begins to spread, administrative departments should make announcements as early as possible to drive away rumours before they lead to bad outcomes.

BEIJING—Apple Inc. is one step closer to beginning sales of iPad2 tablet computers with cellular  network compatibility (兼容) for the first time in the Chinese mainland, where the consumer-electronics giant is in the midst of an aggressive expansion.
According to China’s Telecommunication Equipment Certification Center, a device by Apple with third-generation high-speed wireless data capabilities was issued the network access license needed for the company to begin official sales in China.The device, listed under model number “A1396”, is compatible with the 3G standard WCDMA, and would work with the cellular network operated by Apple’s local iPhone partner, China Unicom (Hong Kong) Ltd.
China Unicom declined  to comment.
Apple already offers the 3G iPad2 in Hong Kong through its partners, but currently only offers Wi-Fi versions of the device in the Chinese mainland.Still, consumers in China, which according to research firm IDC surpassed  the US as the world’s largest PC market in the second quarter, have been purchasing 3G tablets through unofficial channels.
Separately, Apple spokeswoman Carolyn Wu said Sept 6 that the company’s first Hong Kong store, set to open this quarter, will be located in the city’s central shopping and business district in the International Finance Center’s upscale (高档的) IFC mall, a commercial center and sightseeing spot along the city’s waterfront.Wu also said that Apple is planning a new store in Shanghai later this quarter, which will be its biggest store in China.She declined to give more details or to comment on the 3G iPad2.
Apple currently has four full-service Apple stores in the mainland, which receive the most traffic of any Apple stores in the world.The company otherwise relies on resellers to get its products into the market.
The new stores reflect Apple’s confidence in rising demand for its products such as smart phones and tablet computers.Sales in the Chinese mainland, Hong Kong and Taiwan helped boost (增长) the company’s third-quarter results, newly appointed Chief Executive Tim Cook said in July.China revenue (收益) surged (激增) six-fold to about $3.8 billion during the three months ended June 25.
“This has been a substantial (重大) opportunity for Apple and I firmly believe that we’re just scratching the surface right now,” Cook said at the time, referring to strong sales in China.“I see an incredible opportunity for Apple there.”

Washington: A research conducted at the University of Maryland looks at the numerous complex reasons as to why young children decide to include or exclude (排斥) other kids from their group of friends.
It suggests that the kids’ decision-making process is much more complex than previously believed.
"They take into account group information, ranging from cliques (小圈子) and networks, when deciding what makes a group work well. Sometimes kids are excluded because they lack social skills, but a lot of time it has nothing to do with that. Instead it has to do with what we refer to as ’group membership’ such as gender, race, nation, and culture," says Professor Melanie Killen, the Associate Director of the Centre for Children Relationships and Culture at Maryland, who led the 4-year project.
Reporting their findings in the journal, the researcher said whatever was the reason, individuals who experienced long-term exclusion (排斥) from the group of friends suffered from depression, anxiety and loneliness.
The study looked at two models to define how children make decisions regarding acceptance of other kids in their group -- the individual social deficit model and the inter-group social cognition (认同) model. While the former says that children’s rejection occurs due to social deficits like shyness, wariness or fearfulness, the latter says that it happens because of group dynamics, prejudice and exclusion.
It was also found that the age of children was also a factor that influenced their decisions regarding other kids’ acceptance as friends.
"With age, kids become more aware of group dynamics, conventions, customs, and rituals. With this comes a greater concern about group functioning, which can lead to exclusion which can be negative from a social justice viewpoint," says Killen.
The researcher believes that her study may have many benefits, as it could provide insights into how to help when children are rejected by their peers.

Brave Frenchman Found Half­way Around the World (NEW YORK)A French tourist highly praised for rescuing a two­year­old girl in Manhattan said he didn’t think twice before diving into the freezing East River.
Tuesday’s DailyNews said 29­year­old Julien Duret from France is the man who left the spot quickly after the rescue last Saturday.

Beijing ?(13, July) China sent up a new data relays atellite (数据中继卫星), Tianlian I -02, on Monday at the Xichang Satellite Launch Centre in South-western Sichuan province.The new satellite will promote the country's satellite communication network for space docking (对接).
The satellite was launched on a Long-March-SC carrier rocket at 11:41 p.m., sources at the centre told Xinhua News Agency.The satellite separated from the rocket 26 minutes after its launch and was then successfully delivered into a geostationary transfer orbit (地球同步转移轨道).
Developed by the China Academy of Space Technology under the China Aerospace Science and Technology Corporation, the satellite is the country's second data relay satellite.The first, Tianlian I -01, was launched on April 25.2008.
The two satellites will form a network to improve communications between China's spacecraft and bases on Earth, according to the centre.They will also be used to help the nation's first space docking, scheduled for the second half of this year.
As planned, China will launch space module Tiangong-I (天宫1号), which was designed as a platform that will dock with an unmanned spaceship, Shenzhou, for the county's first space-docking mission this year.
Two more Shenzhou spaceships will dock with Tiangong-I next year, and one will be manned by two or three astronauts, according to China Manned Space Engineering Office, which was the main user of the Tianlian I series data relay satellites.
"The new satellite can cover a greater area to track and command the country's space vehicles m low-Earth orbits, such as manned spacecraft and remote sensing satellites, from a higher position m outer space.Only three satellites of this kind are needed to form a global communication network, and China has two now." Pang Zhihao, a researcher and deputy editor-in-chief of Space International, said.
The satellite could also equip astronauts with real-time communications, which will benefit the county s future manned space flights, he said.

SEOUL, Sept. 26 (Xinhua) — Hundreds of families from the two Koreas on Saturday met at the DPRK's (朝鲜人民主主义人民共和国) Mount Kumgang resort (度假胜地)in the first government-arranged reunion since the inauguration(就职)of South Korean President Lee Myung-bak.

The South Korean families will come back home on Monday after the three-day gathering, followed by the second-session reunion event which will last from Tuesday to Thursday.
The reunion, which had become a semi-regular event(半定期举行的活动) since 2000 after a historic inter-Korean summit in Pyongyang(平壤), was suspended(取消)in 2007 with a worsening mood in inter-Korean relations.
Saturday's family meeting, however, came as a result of an agreement reached last month between the DPRK leader Kim Jong-il and Hyun Jeong-eun, chairwoman of South Korea's Hyundai Group.
The recovery of the family meetings is regarded as conveying the DPRK's reconciliatory(和解) intentions, along with the country's recent moves including lifting a ban(解禁) on cross-border traffic to and from the Kaesong Joint Industrial Park, local media said.
About 600,000 South Koreans are believed to have relatives in the DPRK. Ordinary citizens were not allowed to make phone calls, send letters or exchange e-mails across the border.

BEIJING — After a night of wining and dining with 50 of China’s richest people, Warren Buffet and Bill Gates told the journalists on Thursday that the biggest difference between eating with Chinese tycoons(企业界大亨) and Western ones was the food.

As with four earlier dinners held in the United States, Mr. Buffett and Mr. Gates said, no one at the Beijing event was asked to donate money or to promise to engage in charity. “Bill and I won’t be calling anybody. What happens in China will depend on what the Chinese people feel about a project of this sort,” said Mr. Buffett.
China is widely reported to be second only to the United States in the number of dollar billionaires. Mr. Gates and Mr. Buffett said the nation was unique because its wealthy class had arisen almost wholly in the past 30 years, so the philanthropic practices established among European and American dynasties are new here, and open to change.
