    The increase in tuition fees has led to a “clear drop” in the number of English students applying for university places this autumn. There are 15,000 “missing” applicants（申请人） this academic year, according to the Independent Commission on Fees. Chairman Will Hutton said: “We’re asking our young men and women to have more debt than any other country in the world — it’s higher than the average debt in the US. It’s not clear whether those lost students this year will return next year, or if it’s a storm warming of a worrying trend.”
    But the commission’s report says there does not seem to be an impact on poorer communities. The commission found there was no significant change in the application rate to the key universities, such as Oxford or Cambridge. The decline（下降） in England has not been mirrored（再现） in other parts of the UK where fees have not been raised, and the drop can only partly be explained by falling numbers of young people in the population. Students from Scotland attending Scottish universities do not pay fees, while the Welsh Assembly says it will pay fees above ￡3,465 for Welsh students attending UK institutions.
    The average tuition fee at English universities this year is ￡ 8,385, rising to ￡ 8,507 next year. UK and EU students have access to government-backed loans to pay the fees. And the survey of 1,000 pupils aged 15-18, carried out this April, found that the majority expected to go on to higher education as people continue to understand that university remains a good long term investment（投资） in their future.
    A spokeswoman at the Department for Business, Innovation and Skills which is responsible for universities, said: “Students shouldn’t be forced to put off going to university for financial reasons. Most students will not have to pay in advance, and no one will have to start paying back their student loan until they start to earn at least ￡ 2l,000 per year.”

    The kiwi bird is a flightless bird，about the size of a chicken. It sleeps during the day and is active at night­time.     As has been all too apparent in recent days at Balcombe, few issues cause greater concern than energy policy. Many village communities feel their countryside is being ruined by the power-producing machines of wind farms; yet they never take "direct action", even though the planning laws put them at a severe disadvantage. And the generous subsidies (财政补贴) , which encourage the expansion of wind power, are not favorable to the village communities and set landowners in conflict with other residents (居民) .
    Those who disagree with the rapid expansion of wind farms state that the damage they cause is out of proportion(比例) to the benefits they bring, because their energy output cannot match that of the carbon-based power stations they are supposed to replace. Supporters insist that wind must be part of a mix of renewables, nuclear and carbon, and that the country is committed to meeting EU ( European Union) targets for non-carbon energy generation.
    Against this background, the fact that there is an argument within the Government over whether to publish an official report on wind farms' impact on the countryside becomes even more extraordinary. The two parties in the coalition (联合) government are in disagreement over what it should say.
    We have some advice for the two parties: publish the report, and let the country be the judge.  Even if it contains evidence that wind farms are harmful, it will hardly be a pleasant surprise to people who do not like them. Equally, supporters must argue their case by acknowledging the concerns and explaining why they are either misplaced or worthy of much attention.
    The suggestion that further negotiations are to take place to produce an "acceptable" report suggests that the politics of coalition government are doing the country harm in a certain way. Given the sensitivities involved, all the information should be available so that people can reach their own conclusions, rather than being left with the suspicion（猜疑）that facts are being replaced by political beliefs.

    Mark Thompson, the BBC’s director general, is expected to announce on Thursday that the BBC will quit its entire west London home -- possibly selling the land to Chelsea football club -- as part of main plans that will see more staff moved out of the capital to Salford and elsewhere．

    Earlier leaks（透露）suggest that the BBC will seek to cut spending on sports where the corporation has already decided to share coverage of Formula 1 with Sky TV -- and imports，such as Mad Men and The Killing．BBC4 is expected to focus on “arts and archive（档案）”, but Thompson has long ruled out closing any channels or radio stations．BBC1 and Radio 4 will be protected，but there are expected to be some cuts to local radio programs, which will see stations share shows outside breakfast and drive-time hours．

    Cao Min couldn’t believe she was experiencing exactly what she had seen years ago in the film “Titanic”.
    Cao and her two children from Anhui Province were traveling on board the “Liaoludu 7” on February 22. They were among the first people on the ship who were rescued by lifeboats. Cao’s one-year-old son was the youngest passenger on board.

    Thousands of puffins(海鹦) live in Maine and on islands in the Gulf of Maine. But the puffins may be in danger. Last summer, the percentage of laid eggs that successfully produced baby puffins took a dive. Scientists also found a decline in the average body weight of the adult and baby puffins on Machias Seal Island, home to the area’s largest colony. Over the winter, dozens of the seabirds from the region were found dead, likely from starvation.
    What’s causing the puffin trouble? Scientists think it may be a shortage of food. With ocean temperatures rising, fish populations have moved around. Normally, puffins’ primary food source is herring, a type of fish. A lack of herring in the area could be causing the problem.
    Butterfish from the south have become more abundant in the Gulf of Maine and could be a new food source for birds. But Steve Kress says butterfish may be too big and round for baby puffins to swallow.
    Puffins spend most of their lives at sea. They come ashore to breed each spring and return to the ocean in August. The chicks swim to sea about 40 days after hatching. Puffin populations stretch across the North Atlantic, from Maine to northern Russia.
    Maine’s puffin population has been at risk in the past. In the 1800s, they were hunted for their food, eggs and feathers. By 1901, only one pair of puffins remained in the state. Thanks to the help of local lighthouse keepers and seabird restoration programs, the state’s puffin population has been restored to more than 2,000 birds.
    Scientists aren’t sure what will happen to the Gulf of Maine’s puffins. The birds may move further north. Kress says he hopes the Gulf population will sustain itself and then he continued. “You never know what climate change will bring,” Kress said. “Historically fish could move out and more southerly fish could move in, and puffins may adapt to the new fish. Only they will know how the story will unfold.”

    Most students, when asked about their ideal graduation gift, would probably reply, “A car”, or “Money for a deposit on a house”. Cai Kaiyuan, 21, made a different choice. As a graduation gift to himself, he decided to work as a volunteer teacher in a remote village in Tibet.
    Cai, a senior majoring in electrical engineering at Huan Railway Professional Technology College, originally planned to cycle from Sichuan to Tibet. At night, the ice covered the road and he fell off his bike three times. The lack of oxygen made him feel dizzy and weak. “At the most serious moment, I felt that my life was on the line,” said Cai.
    However, he also gained something unexpected. At Ya’an, a city in Sichuan, he met a group of tourists who are also university students. A girl called Wu Ling told him that she planned to work as a teacher in a primary school in Tibet after her journey. He was impressed by the idea as she looked slender and weak.
    It was not until he reached a family-run hotel in Shigatse that Cai’s spirits began to rise. The hotel manager’s two daughters enjoyed talking with him. The kids asked about his experiences on his trip, and showed him the beautiful local lakes. “They told me that they always liked to talk to guests, as they wanted to improve their Mandarin,” he said, “Their parents and many locals can only speak Tibetan.”
    Cai was touched by the girls’ story. Their situation is tough and the local people have little chance to learn Mandarin because the schools are short of teachers. “I want to do something to improve the situation for kids like them,” said Cai. His parents finally gave their agreement and his teachers also supported him.

    Three Central Texas men were honored with the Texas Department of Public Safety's Director's Award in a Tuesday morning ceremony for their heroism in saving the victims of a serious two­car accident.
    The accident occurred on March 25 when a vehicle lost control while traveling on rain­soaked State Highway 6 near Baylor Camp Road. It ran into an oncoming vehicle, leaving the occupants trapped inside as both vehicles burst into flames.
    Bonge was the first on the scene and heard children screaming. He broke through a back window and pulled Mallory Smith, 10, and her sister, Megan Smith, 9, from the wreckage.
    The girl's mother, Beckie Smith, was not with them at the time of the wreck, as they were traveling with their body sitter, Lisa Bowbin.
    Beckie Smith still remembers the sickening feeling she had upon receiving the call informing her of the wreck and the despair as she drove to the scene.
    Bozeman and Clemmons arrived shortly after Bonge and helped rescue the other victims and attempted to put out the fires.
    “I was nervous，”Bozeman said. “I don't feel like I'm a hero. I was just doing what anyone should do in that situation. I hope someone would do the same for me.”
    Everyone at the accident made it out alive, with the victims suffering from nonlife­threatening injuries. Mallory Smith broke both femurs, and Megan had neck and back injuries. Bowbin is still recovering from a broken pelvis, ankle and foot.
    The rescuers also were taken to the hospital and treated for cuts and smoke breathing, Bonge said.
    In addition, Bozeman got to meet accident victim Anthony Russo in the hospital after the accident, where Russo presented him with a glass frame inscribed with “Thank you”， Bozeman said. Those involved in that fateful encounter on Highway 6 credited God blessing for bringing them together.
    “Whatever the circumstances, Tuesday's ceremony provided a time to be grateful for those who put their lives on the line for the lives of complete strangers，”Beckie Smith said，“We're calling it The Miracle on Highway 6.”
